Community Input to the ltccp.
The Community Input section of this site is intended to address the issue of managing the information that community groups can contribute to their Council's ltccp process.
This will be achieved by the provision of a totally comprehensive series of 'templates', each of which will address a specific area of community interest, for example water quality, traffic safety, facilities for children's recreation etc etc. There will be adequate provision also within the template 'set,' for one-off local issues to be covered as well as submissions from individuals.
Without pre-determining the nature and content of the information provided by community groups, the templates will be in the form of checklists of matters that each group should at least consider for inclusion within their submissions to their Council's ltccp.
From the Council's perspective one major benefit, (for both the Council and community group alike), will be the uniformity of, and consistency with Council's own processes achieved within the standard formats used.
The template approach will enhance the prospect that submissions will receive the attention they deserve. This will be due to the fact that they are professionally produced in a standard format that can more readily be processed within the Council's submissions process. Each will address the issues that need to be informed upon at a community level to stand a reasonable chance of inclusion within Council plans.
As a result they will include some modest cost- benefit justification, advise on relative priorities and support for differing options, make reference where relevant to the statutory duties of Councils, they will address matters of preferred funding, identify beneficiaries and will provide evidence of the level of public support for any proposal.
Other parts of this section of the site will facilitate information flows and will address the information asymmetry problem, that is circumstances where the Council holds all the (information) cards.
By providing statutory checklists of the content of community input to the ltccp process, by linking this site with others that supply useful and relevant information, (including information from your own Council's site), the imbalance of knowledge problems will be lessened.
Other 'community-based support' features of the site include....
- a model "Town Plan and Growth Strategy"
- a model governance structure for a small community "Forum"
- etc
